I don't understand how we went from 'situations to manage' to collateral damage. Looks like chalk and cheese to me.

I don't know of a more infelicitous phrase than 'managing a situation in country X' but that's what it comes down to sometimes, isn't it?

For instance. Conditions in Saudi Arabia led to events 9/11. Conditions in Pakistan have lead to a continuous stream of terrorists into India. India and US have to do something about conditions in those two countries.

Conditions in US post 9/11 have led Saudi Arabia to mount a big campaign in the US to improve, from its point of view, attitudes in US regarding Saudi Arabia.

I could multiply these examples many fold. Nearly every country in the world is trying to manage some situation in the US because it's the super power.

This is the reality. Countries continuously try to "manage situations" in other countries.
