THat's one of the republican cases for running an almost constant deficit.

Congress will always overspend. So if you start running deficits by cutting taxes, if may not be the smartest thing to do, but it tends to keep congress on a leash - which in turn prevents them from doing even dumber things.

Mike, The Prez has to sign off. And we sure haven't stopped spending under the Republicans. Of course the Congress spent more than Reagan asked for. He basically asked for nothing that had anything to do with human welfare or compassion. The lawmakers had to put something back in.
