Correct about the Intelligence info... but that used to be dived between different agencies (with different rules) with regard to domestic citizen's rights, or foreigners.

As to the roll-out of 'locator services', the FCC has mandated it: see Pulver Reports (pulver.com) for specific info on the deadlines each common carrier faces.
