I believe the fab is located well away from and higher than the river so was never in any danger of flooding.

One way to judge the health of UMC's process technology is to compare ATI graphics chips to NVidia's. ATI uses UMC and NVidia uses TSMC. Right now, you have to admit that ATI is ahead, but I think the current ATI graphics chips are 0.15u, not 0.13u. The 0.13u NVidia NV30 series is late, but will almost certainly leapfrog the ATI chips.
