Because for your gray market to last very long, that's what the doctors have to do- -not get caught. There's another form the gray market could take, a spike in "therapeutic" abortions. I recall being startled way back when when I discovered that abortions then being performed in hospitals were simply declared to be for the health of the woman even when the abortion was for "convenience." This was in the days before "abortion clinics." Unless all abortions are outlawed, then the loophole will be sized to fit the need. There's something to be said for that, if one doesn't mind the hypocrisy, that is. The right-to-lifers could be all snug in their beds dreaming of sugarplums while safe abortions continued as needed.
