Criminality and misplaced trust are two separate things.

Deregulation does work..... In the absence of criminality.

Criminality breeds regulation.

California politicians share the situation with their constituents who voted for deregulation assuming energy traders and CFO's of the IPP industry would fear a prison sentence more than personal financial collapse.

There isn't a doubt in my mind we were wrong. Stupid us.

Why is it that on page 5 and the last page, California also has long-term contracts under renegotiation and Texas continues to regulate electricity?
