As long as California estblishes a residency requirement for an abortion--such as, you have to be in residence for a total of two years, but you may have the abortion at any time during that period -- that is, if you go to Calif on Jan 15 you can have the abortion on Jan 16, but then you have to stay for two years. That'll clear them all out of the other states!

(do I need to add a jk here? Probably, for some of the dummies.)
