I suppose this is what happens when lawyer legislators and their sterile definitions are in charge. I think as a lawyer you could refine your definition somewhat better because the process does not really require full male involvement. The cell needed to impregnate the woman can be cooled for weeks or frozen for centuries and of course cloning will probably take over from AI shortly.
