Jimmy, here is some information on the Washington State situation.

washington has no income tax
sales taxes are steady at 8.8%
Unemploymrent is over 7%

Voters here over the last 5-6 years have been slashing taxes via the initiative process, funds aimed at transportation improvements..cutting our noses to spite our face approach. Transportation needs must be addressed. Note Boeing, they left down to to the impossibility of moving around. We are heavily dependent on Asian trade.

Major funding problems in the area of education, at all levels.
