You want a fantasy utopia. There is no "suspended animation" available now or likely in the near future.

A very good argument for the DP, an executed murderer cannot be paroled, escape, or be accidently released to kill again. Nor can an executed murderer kill a fellow inmate. Also not killed are the victims of a potential murderer who is deterred by the object lesson provided by the fate of the executed murderer. To deny deterrence is to deny human nature.

Just because someone has killed, doesn't mean they will again. Granted some do. But what you're suggesting is a pre-emptive action, not a deterrent. As for the "lesson" to the potential murderer, I really don't think someone who commits murder thinks about the consequences much at all. Most murders are acts of insanity, passion or committed by persons without conscience. Logical thought doesn't enter into it much.
