Any objective look at the job markets or business activity shows a real and continuing decline. Essentially Bush is selling the strength of the dollar to make his recession numbers look somewhere above zero.

... and the dollar will likely decline, so it's the "perfect storm" in '03 and '04

The solution is to dramatically change policies. Unlikely.
