I wouldn't hazard a guess until I saw his latest cash position. I have owned this fund pretty steadily for over 10 years and he often carried a larger cash position than any other fidelity fund. I can remember looking at this before I really started to learn about funds and investing and wondering why I was paying a load for someone to carry cash. He may be pretty well invested in companies he wants to hold and needs money to ante up on the next big downturn. I'm not a permabear but I see no reason for this rally and Fido may see this as an opportunity to raise $ to invest for the next rally. Ms. MoneyPenny's fairly obvious guess.
