The pool of people with a chance of going in to the army or having a strong chance that a relative might join may increase but the pool of people who actually have a relative in the army would not.

theoretically, anyone of age or with kin of age would have a
chance of being in the army.


Anyone who is of age and meat the other qualifications has a chance to go in the army now. The only thing is that he does not have a chance of being forced in to the army.
