Is it possible for a company to charge it's telephone bills to a capital account?

That would not do anything about revenues and receivables, since this would be an expense, and payment for it would be under account payable.

Is Worldcom an example of what you are asking?
WCOM recorded incorrectly expenses as capital investments.
I think their vehicle maintenance was one such expense.
