There are a lot of bad actors in the world, but those directly responsible for the deaths of hundreds of thousands (or millions) are still in pretty rare company.

The United States is very much the policeman of the world and she does not come to everyone's doorstep, but posing a threat to a cop will very likely land you in jail.
