But how can that be known? It can't. You'd most likely be hard-pressed to find someone who would say that they were going to kill so-and-so but changed their mind because of the DP. Also, the statement may apply to a portion of conscience-less killers, maybe even the majority, but all? I didn't say ALL! I'm speaking in general. There are no absolutes when it comes to this subject. That said, it obviously didn't stop a lot of them because there are plenty sitting in the pokey as we speak. What about conscience-less killers trapped in a hostage situation? Successful negotiators talk them out regularly using the DP threat as a bargaining tool. Once you're "caught" for all intents and purposes, the game changes.
