The basic answer seems to be that the policies on abortion may not be what's going to change things for the better or worse. It's the climate of failing personal responsibility that is leading to the high abortion rate, and it's not at all clear whether changing the abortion laws will be a significant step toward changing that climate, or will just bring more misery without corresponding gain.
