How is Bush skirting the econ and war on terror?

Bush has a tax cut package and econ stimulus package before Congress. You and I may or may not like how he is going about it, but the fact is he's taking action.

And the war on terror is arduous, tedious and ongoing. Have you heard of the new Dept of Homeland security?
