I think Tony, as many, took the President and his administration at his word that there was something secret that would prove that Saddam is about to conquer the world, or some lesser but equally nasty plan. Tony Blair thought that Bush was honest, probably because Bush thought the stuff he was told by Cheney and Rumsfeld was honest. Now he is stuck!

Koffi Annan takes the evidence seriously enough to concede that Saddam had better cooperate more or suffer the consequences.
I think Koffi, along with most of the world leaders, think that Bush is on the border between stupid and insane, but they also think that he controlls the largest military and nuclear force in the world and really really want to avoid a war, especially one that will likely eventually involve all muslim countries. His native Ghana has a significant muslim minority and could get swept into the firestorm. Nobody has the power to stop Bush from making a mistake.

Blix is eager to get more cooperation from Saddam. Is Blix "cutting off Saddam's arms" on Bush's behalf?
I think Blix wants a valid inspection. Nobody wants to let Saddam go if he is really hoarding a nuke or vat of sarin. But Blix does not want to be manipulated into being the excuse for a war, like some latter day Marinus van der Lubbe.

The real reason for the unfolding tragedy is due to the administration making big decisions in secrecy and without counsel. It could have been avoided. Now Bush will have to suck up his gut and take yes for an answer. (Or generate more plausible phony evidence).
