Breaking news Saddam May Agree To Exile In Africa - Jiji/DPA

TOKYO -(Dow Jones)- Iraqi President Saddam Hussein has agreed to exile in an unnamed African country if certain conditions can be met, according to several diplomatic sources in the United Arab Emirates, Japan's Jiji news agency quoted Germany's Deutsche Presse-Agentur as reporting Thursday.

The conditions include a U.S. withdrawal from the Persian Gulf region, an end to U.N. weapons inspections and western countries dropping any charges against Saddam.

There was no confirmation of the report.

Analysts said speculation that Saddam might step down is intended to destabilize Iraq, the report added.

I disagree with your thinking on this one. The dividend action is a non-event. It is a payout of $1B per year. This is equivalent to 1 month's cash flow and is a paltry sum. It shouldn't matter at all. What may matter is conservative guidance for the next year.
