Pass a law retroactively that states all women who have had an induced abortion and are physically able to bear a child are sentenced to carry a clone with some sort of live birth qualifier attached and you've eliminated the expense of an artificial womb. Women not capable of bearing a clone would be sentenced to one to two years of nurse maid service.
