A smaller reduction in the corporation tax would have made more sense with the aim to eventually eliminate it except a witholding tax on foreign repatriation of profits. The small percentage reduction in corporation tax would be easier to sell as a stimulant and in the long run will make for a simpler tax system rather than a more complex one that this dividend deeming system will make.
