Much of the military budget invoves giving weapons to current allies who use them up in a continuous series of low level regional conflict. That would be a good area to cut.

How do you think Microsoft successfully went after IBM in the early days? They were smaller, more nimble and smarter. They surely didn't outspend them....The military needs new thinking -- Rumsfeld's giving it big corporate thinking....IMO, ALL AREAS of the Defense Department should be cut except maybe funds going to payroll, veterans, homeland security efforts or new networked IT systems for Intelligence Agencies...I would dramatically cut back on R&D, Operations, and Procurement. We need a leaner, more flexible, faster, more responsive defense department -- it would take a courageous and honest President and Sec. of Defense to admit this and go up against the lobbyists and Congress in order to seek out major changes...What if we had a President who didn't have a harmful 'Pre-emptive Strike Doctrine'...? What if we had a President who only viewed using force as a last resort...? What if we had a President who was much more actively engaged in diplomatic efforts to calm the world's hot spots...? --> Then The United States might have more credibility overseas and we could get by with the smaller defense department. Its all inter-related and it takes vision and courage to embrace some of the changes I have proposed.
