What is still relevant and what is not?

Also why do you think outside influneces intend to harm the US via the $, vs

a) there are just too many $ in foreign hands because of balance of trade
b) foreign interest rates are higher and attracting capital
c) the US actually wants a weaker $ now to spur inflation
