Retroviruses are reverse transcriptase RNA viruses. Insertion is what they're all about. They insert at many places in the genome, and insertion-related mutagenesis has long been a concern.

Neither adenoviruses nor naked DNA are insertion-dependent. These systems are night and day stuff. There's no rationale to extend retrovirus observations to other vectors, and regulatory agencies will now try to assure that benefit outweighs risk, IMO.
