I agree this is very unlikely.
However, a carrier could choose to fully migrate a GSM network to GSM1x (in 1.25 MHz segments or all at once)

Once fully migrated, you have a GSM1x "only" network "with an underlying GSM network" that does not support a GSM phone.

Again, I’m only trying to offer an opinion as to why the author would claim that roaming fees would be lost. I agree that this is a very unlikely scenario.
