If one assumes that bias existed in the past, then there is no way to come to a neutral postion without applying a counter-bias for a while. There is a big difference between a goal and the process necessary to achieve the goal.

You come to a neutral position just by coming to a neutral position. There is a difference between being just and fair in how you treat people, and having different groups have the same results. But in the long run if you treat everyone justly the different groups will tend to have results that are closer together in most cases.

You don't erase one injustice by committing another. That only adds to the amount of injustice in the world and the amount of anger over all of it.
