No liberals protested attacking the Serbs because they said he was a threat.

I doubt you can show where anyone said Milosevich was a direct threat to the United States. He was a threat to peace particularly in Europe. Heck, he was more than a threat, he was instigating attacks that were tearing Yugoslavia apart. It was threatening to spread to Greece, Turkey, and Austria.

You would not generally find a protest against constraining Saddam if he were attacking those around him.
