A goal doesn't have to be that measurable, but of course the measurement can help tell you that you reached it.

However if you make the measurement of the goal your actual goal you can have a problem. People can and do focus on the measurement rather then the actual goal and there are usually ways to make things look better then they actually are.

If your goal is the end or the near end of racism but you act as if your goal is proportional representation then if you are tough and determined and lucky and patient and able to convince people you might get your way and get near proportional representation. However you will not have ended racism, in fact by focusing on race so much you will probably have increased it. And to me ending racism is a sub goal, the overall goal is greater freedom and justice and well being all around. But the effort to impose proportional representation will only work if you give up a great deal of freedom and will result in a lower level of wealth and material well being, probably even for the people you are specifically aiming to help.
