we could split hairs on "choose" vs "allow". and we may agree to disagree. IMHO, a population chooses to allow whatever regime only so long as it does not it harm that in non-repairable. push comes to shove, a population will choose not to allow a regime to continue. BTW, I believe those empty shells are the tip of the iceberg. One is not expected to have them preloaded with chem weapons. They'd be useless if they were and left around for about 10 years.
