My take on Turkish/US negotiations is that there is, in fact, a lot "horse trading" going on. If I recall correctly, when Edogan recently came to Washington he asked for an absurdly high amount of monetary compensation for Turkish cooperation. The US responded with a ridiculously low number; to which Edogan was duly "shocked." :o}

The US then responded by asking to be able to station 80K troops. Imo this number seems wildly high for what was practically doable for a "Northern Front" campaign. I mean 80k is something like 4 divisions. So it seems to me that both sides established "haggling" numbers from which both could come down so that each could "save face." I expect all the US really wants is to use Turkey to stage the 101st. I expect they'll get that. BTW the 101st has 0 intentions of staying in Turkey, after all we're invading Iraq - not Turkey. This notion (put forth by some in the Turkish press) that the US intends to keep ground troops in Turkey is bizarre.
