I dont know the answer to your question.

I can say from personal experience that segregation on racial/caste lines is very totalitarian. One can enact laws to their hearts content. To have it work in real life is something different.

Was the United States a totalitarian police state prior to the 1964 Civil Rights Act that forbade discrimination based upon race?

If you lived in the South and were black, the difference hardly mattered: voting was an act of enormous courage, decent employment was difficult to come by, etc., etc.
