not invest the money from the tax cut

Capital follows the same laws of supply and demand as other "products". Right now there is little demand. Businesses aren't borrowing even at zero percent rates. The excess funds are being parked in a real estate bubble. We don't need an increase in the capital supply, we don't need a tax cut for the wealthy.
