Based on what?


I would think that varies according to the school. Most schools are trying to prepare their students to suceed in America. It is advantageous if they become familiar with the diverse groups that they will have to interact with so they don't begin their careers with gaffes and unintended slights based on unfamiliarity. Building that environment is what would consitute the best fit.
