Granted it won't help in deferred accounts and pension plans. Granted it may add .25 to .50 go forward to interest rates municipalities have to offer on new tax free issues which will cost impacted state and local taxpayers eventually.

BUT it will help retirees who live off the dividends on their taxable portfolio. Surely you do not believe this group is likely to short stocks at their stage of life. And yes, this is politics to attract votes from retirees, for sure.

And then there's the plus of correcting the unfairness of double taxation of dividends. At corporate level, the 35% tax on $1.00 of pre-tax provides results in a $ .65 distributable net profit as dividends. The $.65 is reduced down to $.30- to $.40 after individual Federal and sometimes state and local income tax. And when that remainder is spend, it is subject to sales tax and sometimes excise tax. OUCH!

So what's your beef the proposal, Dale? Just because you will use the savings to short the market does not mean everyone else will.
