ass takes away the (something) from the sentence and
applied 'disaster' for it.

Gov. never checked the detail (gov. relies on the good
virtue of her citizens to have highest standard on honesty until caught).
Maybe the 'gov' subcontract some job to some companies
using '% of claim'. So it's a WIN,WIN,WIN situation again,
the larger/more the claims, the better for NewYork, the Gov
official (brag about HELPING so much..), the contractors.

'flood of illegals'.
'flood of crimes'.
'flood of stock manipulations'.<- depend on which side you're on.
'flood of sky-rocket realEstate price'.<--to the buyers,
this is disaster.
