I don't think it'd be as easy as you suggest. After all, we just left behind a government in Afghanastan renown for drug dealing.

Here's another question. Who would control the resources of those occupied nations?

UN has absolutly no ideas on becoming an occupation force, on the
contrary.

And although some have veto-power in UN, nobody can decide on anything on their
own, just veto something by the others.

That is, if one forgets all those green and black helicopters which fly in and out, bzzzz
like flies, of all UN-buildings at nights, when just some few can see them.
