parents who could afford Scarsdale would move to some cheaper housing suburb

Some of the schools with the lowest cost have the best results. Look at the Plains states.

Students from rich areas do better than students from poor areas. Why? They are smarter. Why? They have smarter parents. Why? Smarter people make more money than dumb people and move to better areas. That is why the SAT scores match up so well with the price of the housing the kids live in. Everybody knows this, but we don't talk about it.

Segregation? Smart black people move into areas where other Smart black people live. Their kids do better in the school they go to there, rather than where they were. I saw this again and again in Southern California. Magazine shows on TV have featured this type of behavior, most recently outside of Atlanta. They are more comfortable around people like them. Liberals don't like this behavior, but it is happening all over the country.

You move to Scarsdale to be around people like you. The cost "Self Selects" it for you. Rich neighborhoods are safer than poor neighborhoods.
