I think you are trying to open the floodgates with the weak flood analogy. Anyone applying for Fed disaster money needs to show and damage, harm sustained. A co I worked for yrs ago did FEMA disaster management work. You seem to be not aware of spirit nor the details of the filing by the Dept of Justice. It doesn't attack aa in general, it simply points out some of the flaws in the U of M's application of it.
