I think you can know in other ways, like common sense. For example, if you allow private schools to cherry pick the best students from inner city schools, it makes no sense to assume that the public schools that are left, with the most troubled students and high need students, will do very well.

To think so is just wishful thinking on the part of those who support vouchers.
