Would war clear up those problems?

Considering that "peace", or should we say containment, has done little to resolve these conflicts, then war, or at least the credible threat of it, is the only thing that motivates the power elite in these countries to make significant changes...

War should never actually have to occur, if the other side recognizes that it's time for them to stop the binding UN resolution, to compromise, and meet the demands (in this case justified) of the other side. The UN has demanded that Iraq disarm its WMD program, and verify as to such. They clearly have not. Saddam's clan has engaged in a decade of deception and delays aimed at retaining those weapons, or at least denying us the full confidence they have been destroyed.

Thus, they, the Iraqi power elite residing in Saddam's family clan, were given the chance to avoid war. They refused to seize that opportunity. Thus, we're forced to confiscate their toys, and permit someone more moderate to become the new power elite.

And hopefully, we'll be able to create a system where the common individual has the opportunity to advance to that level... All while being politically constrained by the diverse interests of their population..

Because that's what democracy really creates.. A system where the government has to pay more attention to the voters than it does to the interests of the power elite who are elected to head it.

As for embargoes against Iraq and Cuba.. the minute those two despots are removed from power, you can likely expect sanctions to be removed and the lives of the people in those countries to hold more promise than before.

When Castro was flush with cash, he was exporting terrorism throughout the globe. The embargo against Cuba impedes, but does not eliminate Castro's ability to cause misery to those in other countries.

How long before you want Saddam or Castro to be able to increase their war chests? What do you think that Saddam would do with the extra billions?
