You need to look at the end of the article as reproduced on the Global Security site. They describe a graphic which did not make it onto the Newsday online article.

They didn't say it was binary, so I assume it's not binary. By which I mean having two chambers, one for each of the binary components, and some method to mix the components after firing, which is safer, but more complex.

Apparently the Iraqis did not perfect that technology, so instead mixed the binary agents in the shell prior to firing.
