AFAIK, the Asians compete with the whites, without quotas, so the minorities who can compete don't get help.

But that's a flawed goal if ever I saw one.

It is a proxy for the real goal, which is probably too abstract to be obtainable or even measured. If the goal of proportional representation is acheived, then the pressure shifts to a race neutral problems.
