I am a little lost in the rationale here. I was responding to a debate about whether or not states should have some say in laws around abortion. It seems that you are presenting an argument for third world medical intervention, or something like that.

The legal, social, and medical services that exist within the United states are not marked by squallor or such limited choices that sticks or wires would be the only recourse. Where there are people within the states that would resort to such, I am not sure the legislative question posed here would make a difference.
