Of course Powell expressly disagrees with Bush. Powell endorses the University of Michigan's program. Powell's message is the correct one. Whatever happened to states rights? Why not allow individual states to experiment with various approaches to promote diversity? Why impose a solution from Washington D.C.? Why does it bother conservatives so much to see a few African Americans or Hispanics get admitted to an excellent law school like Michigan?
