What should I tell her. She's waiting on an answer.

The same thing you tell the black man who lost out on a job because he was the wrong race and won't have money with which to feed his chilren.

Tell her to write an essay explaining why she needs the assistanceship.

You must remember that there is an implicit assumption that if previous actions in and around Michigan had been race neutral that there would not be a disparity to overcome. You are witnessing the end of a preference
