There are any number of possible reasons for an underrepresentation of blacks. Could be that black students in the region prefer to go to college somewhere else. Could be the expense is too great and, due to an abundance of middle class blacks in Michigan, none qualify for financial aid (you generally cannot qualify for financial aid if you're middle class, you know). Could be anything.

I play blackjack, a game at which I usually expect to average about a 1-1.5% advantage. Sometimes I win, sometimes I lose, but I've seen losing streaks that lasted thousands of hands. During any particular period of time, there is no guarantee that black enrollment will be the mean, approach the mean, or even be in the same ballpark as the mean.

Regardless of the cause of the disparity, I cannot imagine a reason that would justify the exclusion of other, more qualified candidates. At any rate, no cause has been shown and absent some REASON, other than an arbitrary discrimination against white students, I just think it is morally wrong.

That is not a safe assumption.
