I think Turkey had the right idea keeping prisoners in one big enclosure.

Our legal system is just too expensive...We need to find much cheaper housing.

Better still, we should decriminalize the host of victimless crimes that senselessly land individuals in prison. That'd free up plenty of space for violent criminals.
