The problem is that there are a lot of "weasel words" that diplomats and politicians use when they want to please more than one person at the same time.

Not to mention the outright lies.

P.S. It's particularly ironic that Debka, a right wing Israeli source says that the Turks turned us down, as you quoted Saturday

Debka likes to sound dire. The Turks are between Iraq and a hard place. A new government trying to look tough, popular opposition to the war, popular worry about the economic cost, vs. US friendship, not to be squandered lightly if you are Turkey. Who are they going to look to for friends? Iraq? Syria? Russia, their age-old enemy? The EU, that is happy to let Rumania into the EU but won't even consider Turkey? Not likely. Which implies that the Turks will squawk and stall and demand more compensation, but will sign a last-minute agreement that gives the US 'enough' but can be sold to the home crowd as a hard bargain.
