Your idea of a free marketplace is overly simplistic. There are a myriad of tariffs, immigration laws, trade restrictions, etc. in place to control the marketplace. There are laws, for example, to prevent Japan from dumping cheap steel on the U.S. market undercutting all domestic production. Let's take agriculture, the U.S. government pays farmers 100's of millions annually to NOT grow crops in order to control the market.

I really don't have a problem with offshoring software development. I do have a major problem with creating back doors (H1-B, L1) to letting software developers here on our own soil to undercut our wages. The difference is that there housing and the cost of living is cheap, here the cost is quite high.
